European Parliament committee publishes resolution on election reform

The European Parliament’s Constitutional Affairs Committee has adopted a resolution proposing reforms to EU Electoral Law, which would guarantee the right to vote for all EU citizens, regardless of their legal capacity, as well as require Member States to improve accessibility for European elections. The Constitutional Affairs Committee (AFCO) adopted compromise amendments for the resolution, as well as recitals and articles of a Council regulation laying down the new electoral law. Article four states that: “Every Union citizen from 16 years of age, including persons with disabilities regardless of their legal capacity, shall have the right to vote in elections to the European Parliament”, whilst article six obliges Member States to ensure that people living in closed residential settings are be able to exercise their right to vote. Article seven includes provisions on accessibility, mandating that appropriate arrangements are in place to allow persons with disabilities to vote, whilst allowing them to be able to choose a person to support them in casting their vote. The legislative initiative together with the draft resolution will be subject to a Plenary vote of the European Parliament. It must then be adopted unanimously by the Council and receive the approval of all Member States in accordance with their respective constitutional requirements. Further details can be found at:
