UN Special Rapporteur on disabilities publishes report on EU visit

The United Nations (UN) Special Rapporteur on the rights of persons with disabilities, Gerard Quinn, has published a report made during his visit to the institutions of the European Union between 21 and 31 March 2022. During his visit, he also met representative organisations of persons with disabilities, including the European Disability Forum. As part of his visit, he held discussions on EU laws and policies related to employment, independent living, human rights and foreign policy, as well as the EU’s infrastructure to implement and monitor the UN Convention on the rights of Persons with Disabilities (UNCRPD).

In his report, the Special Rapporteur welcomes the strong commitment of the EU to implementing the UNCRPD, including through measures such as the European Union Disability Strategy 2021–2030. In addition, he welcomed the mainstreaming of the perspectives of persons with disabilities into all laws and policies in the EU. The report also made a number of recommendations, including the need for all EU funds to move away from investments in residential institutions towards building up community-based services.
