The Council of the European Union has finalised its position on the regulation to establish Horizon Europe, the EU framework programme for research and innovation for the years 2021 to 2027, as well as a decision on the specific programme which will implement it. The regulation agreed upon concerned the internal break-down of Horizon Europe's budget, including funds to be made available under the EU recovery instrument entitled the Next Generation EU (NGEU). The total budget for the programme is EUR 80.9 billion (in 2018 prices), a reduction from the 94.1 billion initially proposed by the Commission.
In relation to the programme decision, the main amendments to the Commission proposal agreed upon are mostly of a budgetary nature and reflect those introduced in the Horizon Europe regulation. The agreement will form the basis of negotiations with the European Parliament, with an aim of adopting the package by the end of the year.
